Moscow region passes abortion prevention law at Patriarch Kirill’s initiative

At the initiative of His Holiness Patriarch Kirill, the Moscow Regional Duma has adopted a law aimed at preventing abortions and providing comprehensive support to pregnant women. The law was passed on December 4.

The new law provides for “social and medical measures to create an environment in the region that promotes pregnancy preservation and the affirmation of traditional family values,” reports Foma.

“The adoption of this law is a concrete and timely response to the instruction of His Holiness the Patriarch. By creating support centers, the state takes on the role of defender of life and helper for women who find themselves in crisis situations," commented Father Vasily Losev, head of the World Russian People’s Council Secretariat.

“In total, 28 regions in Russia have adopted laws prohibiting coercion into abortion. Among them, the Moscow Region has become the first federal subject to take the most extensive steps, providing at the state level such a comprehensive system of measures to protect human life and support motherhood, which embodies the principles of maternity protection and responsibility for future generations enshrined in the Russian Constitution.”

Moscow Regional Duma Chairman Igor Bryntsalov reported that among the key provisions of the new law are:

  • the creation of medical and social support centers for pregnant women

  • the introduction of special speech modules for doctors to form a positive attitude toward childbirth

  • mandatory informing of women about the risks and health consequences of abortion

According to him, special attention is given in the law to counteracting coercion into abortion, which is understood as persuasion, bribery, or deception aimed at terminating pregnancy.

The adoption of the law is noted as a practical step in implementing the Resolution of the XXVII World Russian People’s Council, which took place on November 18-19.

The draft law was prepared by the Patriarchal Commission on Family, Maternity and Childhood Protection with the direct participation of the WRPC Regional Branch in the Moscow Region and the Legal Service of the Moscow Metropolitanate, with support from Moscow Region Governor Andrey Vorobyov and Patriarchal Vicar Metropolitan Pavel of Krutitsy and Kolomna.
